SCS should slowly & steadily move on to a newer API. Only a small percentage of players would be on older cards. Knowingly unknowingly, most of the SCS player base would have DX11 cards. As already mentioned on numerous counts, DX11 cards have been out for long now & are available in every price range. Either they lose out players using obsolete tech (if SCS upgrades) or players w/ budget-to-powerful rigs due to performance issues. Wouldn't freeing the workload on these CPUs result in marginal if not drastic performance boost?

As and then low-end rigs with budget CPUs are already down on speed (GHz) & multicore functions, adding more stress via the usage of an old API is only 'sucking the air out of a breathless athlete'. Correct me if I'm wrong but shouldn't a proper upgrade to a newer API result in better performance on the low-end rigs as well? From the threads I've come to gather, the current API used, stresses the CPU to the extent of affecting the overall performance of the game.
